Over 3,200 applications for transgender ID cards pending for more than 30 days: Government | India News

NEW DELHI: More than 3,200 applications for transgender ID cards were pending for more than the 30 days time for issuing of ID card for transgender persons, as per data shared by the ministry of social justice and empowerment in Parliament in the recently concluded winter session. On the National Portal for Transgender Persons a total of 24,115 applications were received and 15,800 certificates issued, as per data shared in Lok Sabha earlier this month.
This data was shared by the minister of state for social justice and empowerment, A Narayanaswamy in response to a question by Lok Sabha MP Jayadev Galla on December 12. It is pertinent to point that data on the Portal for Transgender Persons keep changing on a day to day basis as new applications, approvals and rejections keep happening.
As per data shared in the reply, as many as 4,307 applications were rejected. Of the 15,803 certificates issued, Maharashtra accounted for 2,478, followed by Odisha (2237) and Andhra Pradesh (2124). No certificates were issued in Andaman & Nicobar Islands, Daman and Diu and Dadra & Nagar Haveli, Lakshadweep and Mizoram. The three states and UTs with the least number of certificates issued include Arunachal Pradesh ( 8 applications; 2 certificates); Nagaland (15 applications; 7 certificates) and Goa (17 applications; 11 certificates).
While pointing out that 3,225 ID card applications were pending for more than 30 days, he added that sensitisation programmes are being organised for district functionaries to reduce the pendency. Similar awareness programmes are also being organised for the community to increase the number of applications.
As per Census 2011 where the option of male, female and others was provided in the gender section, 4,87,803 persons opted for “other”. However, the minister in his reply cautioned that “this does not confirm that the persons who opted for “other” option are only transgender persons”. Nevertheless, it is evident from the numbers that a very large number of community members are yet to be reached and motivated to apply if the one takes the Census figures into account.
The minister also made it clear that “for transgender specific medical service like gender re-assignment surgery it is mandatory to have transgender identity certificate and for general medical service requirement, the transgender person can avail the service through Ayushman Bharat empanelled hospitals.”
