NEW DELHI: The National Medical Commission (NMC) has suggested a slew of changes for establishing new medical colleges. In its draft recommendation, put up on the regulatory body’s website for public comments, it has suggested that new medical colleges will be allowed to have an annual intake of maximum 150 candidates. Earlier, a college could apply for more than 200 candidates.
Also, the draft regulations propose that a new medical college will be approved only if there is no existing medical college in that geographical area covering a population of 10 lakh and above. “While issuing the Essentiality Certificate, state government/UTs is required to ensure coverage of minimum 10 lakh population for 100 MBBS seats and also minimum distance of 15km between two medical colleges,” the draft notification states.
It makes it mandatory for all faculty and resident doctors to have at least 75% attendance of the total working days (excluding vacations). “During vacation period, other than sick leave or leaves availed due to emergency situations, the faculty on duty shall not be availing any leave. Emergency leaves shall be certified by the head of the department or head of the institution,” the draft regulations suggest, adding further that every medical college shall have prescribed number and location of cameras with CCTVsystem to maintain a constant vigil on the standard of medical education/ training being imparted.
It has been proposed to install Aadhaar-Enabled Biometric Attendance System (AEBAS) which will be linked to the command-and-control centre of NMC.
