PM Narendra Modi on Sunday said Uttar Pradesh was once known for its mafia and a poor law-and-order scenario, but it is now identified as a state that is progressing rapidly.
Addressing an event in Lucknow through a video message, Modi also said the BJP government in Uttar Pradesh has strengthened the sense of security among people.

Why timing is important

Modi’s statement came a day after the Uttar Pradesh Assembly witnessed a heated exchange between CM Yogi Adityanath and Samajwadi Party (SP) chief Akhilesh Yadav, after the CM accused the SP of harbouring criminals while responding to Yadav’s questioning of the government’s zero tolerance towards crime policy. The arguments took place over the killing of a person, who was a witness in a 2005 murder case of a BSP legislator, on Friday.

What data says

According to the 2022 data of the National Crime Record Bureau, UP recorded decline in serious offences such as rape and murder in 2021. In the list of 28 states and eight union territories, the state ranked 23rd in rape cases registered, 24th in murder cases, 28th in crime against children and 36th in kidnapping for ransom.

A case study

While Adityanath has often asserted that his own style of improving the law-and-order situation in Uttar Pradesh could act as an example for not only the rest of India but also other countries, his model has often come under criticism for alleged human rights violations.
The BJP came to power in Uttar Pradesh in 2017 and, since then, law-and-order has been a crucial part of its governance model – with leaders of the saffron party often linking instances of alleged police high-handedness and encounter killings with its larger pursuit towards improving law-and-order.
With time, the state started making people identified by the police as accused in riot cases pay for damages and, in several instances, bulldozed their residences calling it part of anti-encroachment drives – all packaged under the model of governance aimed at improving the law-and-order situation.
