Up to Rs 5 lakh ‘bond’ for NHAI recruits | India News

NEW DELHI: The National Highways Authority of India (NHAI) on Tuesday made it mandatory for candidates recruited directly to provide “service bond” of up to Rs 5 lakh which will be encashed in case someone quits within three years of joining. The move, ostensibly targeted at curbing attrition, has raised concerns among aspirants and current employees.
The NHAI is perhaps the first statutory organisation to come up with such a policy.
In a circular issued on Tuesday, the authority said, “The amount (Rs 5 lakh for Group-A and Rs 3 lakh for Group-B&C) will be required to be deposited by the selected candidate(s) with NHAI, if he/she resigns from the service of NHAI before three year of joining or if his/ her services are terminated due to misconduct within three years of his / her joining.”
The circular said that the selected candidates will have to submit the service bond on a non-judicial stamp paper of Rs 100 attested by a public notary to NHAI at the time of their joining. Officials said the NHAI’s policy is similar to the existing policies in the Central government PSUs such as IOCL, IRCON, NTPC, BHEL, NBCC, DMRC and Power Grid.
“There have been instances when newly recruited employees focus less on learning and carrying out the task as they use the job for preparing for other avenues. We want our employees to give their full attention to the job,” said an official.
However, insiders admitted this won’t go down well among the employees and it won’t be easy for the NHAI to enforce this. They added that in many cases, the new recruits leave the jobs after getting selected in UPSC examinations and in that case they don’t even need to get an NOC. “It remains to be seen how this is implemented considering that one is free to shift jobs and NHAI is not a PSU,” said an official.
