NEW DELHI: Taliban authorities have stated that their participation in UN-convened talks on Afghanistan would not be beneficial unless certain conditions are met.
These talks, set to start on Sunday in Qatar, aim to discuss coordinated international engagement with Afghanistan. This meeting follows previous talks in Doha in May 2023, which did not include any Afghan representatives.
Both Afghan civil society members and Taliban authorities have been invited to the upcoming meeting. However, it remains uncertain whether the Taliban government will attend, as officials have stated that they are unlikely to participate if certain conditions are not fulfilled.
The foreign ministry has reiterated its conditions to the United Nations, stating, “If the Islamic Emirate is to participate as the sole official representative of Afghanistan and if there exists an opportunity to hold frank talks between the Afghan delegation and the UN about all issues on a very senior level, then participation would be beneficial.”
The ministry further added that “ineffective participation by the Emirate due to non-progress in this area was deemed unbeneficial.”
According to several reports, the Taliban delegation has requested a face-to-face meeting with UN Secretary-General Antonio Guterres during the talks, where they intend to present their position. They have also requested to be the only Afghan representatives at the Doha meetings.
It is important to note that the Taliban government has not been officially recognized by any country since seizing power following the withdrawal of US troops in August 2021. Different countries have taken varying approaches in their relations with the new authorities, with concerns over women’s rights and security being significant obstacles.
