Share info on postings given to IAS officers after study leave abroad: Centre to states | India News

NEW DELHI: States, while seeking approval of the central government for foreign study leave in respect of their cadre IAS officers, will need to submit details of postings given to IAS officers who have returned in the last two years after studying abroad, based on the practical knowledge and experience acquired by them during such study leave.
As per a recent order issued by the department of personnel and training (DoPT) — which examines and approves ex-India study leave for IAS officers both at the Central government and state level — the states have also been requested to provide details of officers sponsored for Central deputation during the previous year and current year against the prescribed norms of Central deputation reserve, which is 40% of senior duty posts. Another information to be submitted by the states to DoPT are details of IAS officers who are on study leave, both in India and abroad, at the time of forwarding of study leave proposals by the states, vis a vis Leave Reserve.
The purpose of the revised norms for sanctioning ex-India study leave for IAS officers, as per DoPT, is to ensure that the functioning of the state governments and the central government is not adversely affected due to shortage of officers. As on 01.01.2022, there was a shortage of 1,432 IAS officers in the country, with 5,317 officers in position against the sanctioned strength of 6,789.
Justifying the revised norms for granting approval of Central government for sanctioning ex-India study leave by the state cadre in respect of IAS officers, the DoPT in its order dated January 16, 2023, said “a holistic appreciation of impact of long study leave on the overall cadre management both at the state as well as the Central government level is needed to enable a well-informed decision by the State while recommending and for DoPT to provide its approval”.
“While recommending ex-India study leave in respect of IAS officers, the requests of study leave, ex-India leave or extension to study leave may be considered in the light of availability of sufficient number of IAS officers in the cadre and for Central deputation against the prescribed norms of Central deputation reserve (CDR), which is 40% of senior duty posts,” DoPT said.
