NEW DELHI: In a late-night bureaucratic reshuffle on Thursday, the government made appointments of 15 secretary-level officers, including the new secretaries for electronics and IT, telecom, mines, minority affairs and civil aviation.
Two top Tamil Nadu cadre IAS – S Krishnan and Neeraj Mittal – have been appointed as the new IT and telecom secretaries respectively. Krishnan, a 1989 batch IAS is back on central deputation after a gap of almost 12 years. His last posting in central deputation was a foreign posting. Prior to that, he served as private secretary to then finance minister P Chidambaram between 2004 and 2007.
Mittal, a 1992 batch IAS, is back on central deputation after a gap of around five years. His last posting on central deputation was as an adviser to the executive director of a multilateral organisation abroad.
Prior to that, he was joint secretary in the oil ministry and had come up with the concept of “GiveItUp” – to give up the LPG subsidy by those who could afford it.
Among the appointments, the unusual and surprising posting was of civil aviation secretary. While Bihar cadre IAS Chanchal Kumar was earlier appointed as OSD in the civil aviation ministry and was to take charge as secretary, the appointments committee of the cabinet (ACC) approved appointment of Manipur cadre IAS Vumlunmang Vualnam as the new civil aviation secretary. Kumar has been appointed secretary in the ministry of development of North-Eastern region (DoNER).
The ACC also approved the appointment of UT cadre IAS, Umang Narula as the new parliamentary affairs secretary.
