BHOPAL: Both members of the central bench of National Green Tribunal — Justice Sudhir Agarwal (judicial member) & Dr Afroz Ahmad (expert member) — who had hauled up the state chief secretary and the Madhya Pradesh government over encroachments near the Kaliasot Kerwa dams in Bhopal have been transferred within a week.
On August 18, the bench had criticised the chief secretary, Iqbal Singh Bains, for turning up “unprepared” to depose before the tribunal in connection with a petition seeking removal of construction from the prohibited areas around the two dams, and imposed a cost of Rs 5 lakh.
Justice Agarwal has since been transferred to the NGT principal bench in Delhi. Justice Sheo Kumar Singh, who was the presiding officer of the Bhopal-based central bench till Justice Agarwal was posted here one-and-ahalf months ago, has been brought back to Bhopal.
On August 18, the NGT bench of Justice Agrawal and Dr Ahmad had put on record their disapproval of the chief secretary’s actions. “We are sorry to place on record our dissatisfaction that the chief secretary is not prepared to answer queries made by the tribunal,” the bench said.
“We expected that the highest officer in the state, the chief secretary, will apprise himself of the subject and be prepared to answer queries made by this tribunal. Unfortunately, that has not happened,” it added.
