JAMMU: A teacher employed with Jammu and Kashmir education department was dismissed on Friday under provisions of Article 311 of the Constitution of India for his alleged involvement in anti-national activities, an official said.
As many as 56 govt officials have earlier been dismissed from service under Art 311 — which provides for the dismissal of a person employed in civil capacities under the Union or a State — under govt’s zero-tolerance policy towards anti-national elements taking advantage of govt service.
As per an official communique, the doings of accused Manzoor Ahmed Laway, a resident of Manzgam in Kulgam district, had come to the notice of law enforcement and intelligence agencies that found him involved in acts “prejudicial to the interests of the state”, including “terror-related activities”.
Laway is named in two FIRs registered at DH Pora police station in Kulgam. He and his associates had instigated a mob on July 9, 2016, to damage govt property. This led to the mob marching towards DH Pora PS, looting arms, ammunition and other govt property before setting the PS ablaze.
In another case on September 10 that year, Laway and his associates led a mob that resorted to pelting stones at a joint team of security forces. During the chaos, gunmen hidden within the mob fired indiscriminately upon the security personnel.
As a teacher, Laway had the responsibility to steer students away from activities detrimental to state security, but himself was instrumental in fomenting secessionism among the student fraternity and his role as a teacher didn’t serve the purpose for which he had been appointed, the communique added.
