RAIPUR: Chhattisgarh chief minister Vishnu Deo Sai on Thursday said his government was committed to working for the welfare and uplift of the poor and has initiated steps to fulfil the “Modi’s guarantee” (BJP’s poll plank), including providing 18 lakh houses to the poor and other poll promises.
Replying to the debate on the second supplementary demand of the current fiscal of about Rs 12.97 thousand crore, he said, ” We have made a provision of more than Rs 3,000 crore for rural housing in this supplementary budget while a provision of Rs 3,800 crore was made in the second supplement for payment of outstanding paddy bonus for two years to the farmers.We have made provision for Mahtari Vandan Yojana to empower women and provide them financial support and a provision of Rs 1200 crore has been made in the second supplementary budget to provide financial assistance in this scheme”.
“The supplementary budget presented in the House is the first step of our government towards fulfilling the guarantee given by Modi ji to the people of the state. The previous government had presented a budget of more than Rs 1 lakh 21 thousand crore, but the government did not make any arrangements for revenue. The government took a loan of Rs 50,000 crore during its tenure of five years. Despite such adverse circumstances, we are committed to fulfilling the announcements,” Sai said.
Remembering former Prime Minister Atal Bihari Vajpayee, because of whom Chhattisgarh state was formed, the CM said that his dreams should be fulfilled.
“At the age of ten, I lost my father and decided to dedicate my life to the betterment of the citizens of Chhattisgarh. We have started work towards providing tap water to every house for which a provision of over Rs one thousand crore has been made under the state share. An additional provision of Rs 1,102 crore has been made in the supplementary budget for Krishak Jeevan Jyoti Yojana while the state’s share provision of more than Rs 255 crore has been made for the central government’s health schemes. There are provisions beneficial for every section in the manifesto of our government,” Sai said.
The House passed the supplementary demands of 12.97 thousand crore.
Earlier during the debate on the supplementary demands, Congress legislator Umesh Patel, in his opening remarks, asserted that the farmers were being deceived under this budget, as it failed to fulfil the BJP’s manifesto promises. Instead, Patel claimed that party leaders are instructing paddy procurement centers not to procure more than 700 quintals of paddy. Patel questioned the BJP’s intentions behind allocating Rs 1200 crore for the Mahtari Vandan Yojana, stating that, based on calculations, the payment to married women would not even reach one-fourth of the total beneficiaries, which amounts to 30 lakh out of the 60 lakh forms filled by women during elections.
While criticising the 15-year rule of the BJP government from 2003 to 2018, Patel addressed the speaker as “your government,” prompting Chandrakar to raise a point of order objecting to his speech. Baghel, however, clarified that it was directed at the Raman government, and Patel subsequently apologised to the speaker.
Patel also sought clarification on whether the BJP government would discontinue the half-electricity bill scheme introduced by the Congress government, as it would affect 44 lakh families benefiting from the scheme.
Slogans of ‘Jai Sri Ram’ and ‘Bajrangbali’ were raised in the House by BJP MLAs when Patel referred to billboards “screaming as bhagwa Sarkar, BJP Sarkar” and commented that it was becoming a “thagwa Sarkar from being a bhagwa Sarkar”.
Ajay Chandrakar (BJP) spoke about the 18 lakh houses under PMAY that were pending and not approved by the Congress government, levelling several allegations of irregularities in the ‘Nal Jal Yojana,’ ‘Kisan nyay Yojana’, and unemployment. He argued that Congress lost because it did not fulfil its promises and schemes, while its government practically became ATMs for the high command and party leaders.
Chandrakar questioned why there should be no CBI inquiry done on the Jhiram attack, communal violence incident of Bemetara, Nal jal yojana, and Covid funds given by the Centre. He suggested that once the CBI recreates the scene at the Jheeram Valley site, everything will be clear, while former CM Baghel had kept the proof hidden with himself, making Jheeram a political issue with no humanitarian grounds.
