NEW DELHI: The central government has designated Pakistan-based Harvinder Singh Sandhu alias Rinda, a leader of banned outfit Babbar Khalsa International, an individual terrorist under UAPA. Two outfits — Khalistan Tiger Force and Jammu & Kashmir Ghaznavi Force — were also declared terrorist organisations.
The orders in this regard were issued after a review by Amit Shah on Friday. With this, now there are 54 designated terrorists and 44 designated terrorist organisations under the Ist Schedule of the UAPA.
Rinda has been behind various terrorist incidents in Punjab and elsewhere in the country. He is currently believed to be hiding in Lahore under the patronage of ISI. Last year, the Interpol had issued a red corner notice against Rinda. He belongs to Tarn Taran district and is wanted in over 26 cases of murder, contract killing, robbery, extortion and snatching in various cities and towns in Punjab. After coming in contact with Khalistani operatives in Germany and Canada, he was in touch with ISI handlers in 2018. Subsequently, he moved to Pakistan with his family using a fake passport.
Khalistan Tiger Force (KTF), on the other hand, has been aggressively trying to revive terrorism in Punjab and challenges the territorial integrity, unity, national security and sovereignty of India by promoting various acts of terrorism, including targeted killings in Punjab, officials said.
The other outfit, JKGF, has been found involved in infiltration bids, narcotics and weapon smuggling and carrying out terror attacks in the Union Territory of Jammu and Kashmir. “It draws its cadres from various terrorist organisations, such as Lashker-E-Taiba, Jaish-E-Mohammed, Tehreek-ul-Mujahideen, Harkat-ul—Jehad-E-Islami etc,” the official added.
